The first damage is recorded the day after the storm: the water is 2.5 meters high in the coastal area and tens of thousands of people are missing. While Prime Minister Kreuger is being evacuated by helicopter to Apeldoorn, those left behind in the disaster area must bring themselves to safety. The old Mr. Stein has offered shelter to young Kimmy, but their food and water are running out quickly. Later in prison, insurgents build a raft for their escape. Sonja and Manu go on a rubber boat in search of Femke, food and medicine. But in the extinct Oostende they find nothing but looters and corpses.
