Two years ago, Jeff was fired from the Skeeter Creek police by his archrival Smits, the corrupt chief of police. Jeff still hasn't gotten over it. So when he learns a crazed fugitive named Rooster is also wanted by Smits, Jeff plans to catch him first. While trying to make the arrest, Jeff winds up getting into a fight with Smits. Rooster seizes the opportunity and takes them both hostage. Now they have to work together to escape and arrest Rooster.
