Nearly three weeks after Hurricane Helene brought torrential rain and flooding to North Carolina, at least 92 people are still missing in the state. The Small Business Administration, a key federal program that provides disaster loans, said it has run out of funds for new emergency loans following hurricanes Helene and Milton. Police body camera video of the violent arrest of Tyron McAlpin, a deaf Black man with cerebral palsy, has sparked outrage among civil rights and disability advocates. McAlpin was repeatedly punched and tased throughout the arrest. Kris Van Cleave has more.
