Rząd pracuje na pełnych obrotach. Do Aleksandry dociera sensacyjna informacja: pod dnem Bałtyku odkryto ropę naftową. Julia Rychter zmaga się z forsowaną przez koalicjanta ustawą o gruntach, a Radek, asystent Aleksandry, fałszuje dokument rządowy w imię ochrony przyrody. Żona Turskiego zmusza go do zajęcia się sprawą Polki, której mąż zaginął w Syrii, a były premier Nowasz rozpoczyna wyprawę we własną przeszłość. Julia urządza prowokację, która potwierdza jej przeczucia, że ustawa o gruntach jest polityczną pułapką - ma służyć wprowadzeniu tylnymi drzwiami podatku katastralnego. Atakuje wicepremiera z partii koalicyjnej, za co dostaje ostrą reprymendę od Adama Niemca. Adam każe Aleksandrze wyjaśnić sprawę zaginionego Polaka zamiast zajmować się fikcyjnymi złożami pod Bałtykiem. Wokół Radka zaciska się pętla śledztwa w sprawie fałszerstwa. Radkowi grozi usunięcie z pracy. Aleksandra proponuje, by zaprosić Duńczyków do konsorcjum wydobywczego. Turski obala ustawę o gruntach i podporządkowuje sobie ministrów, a szefowi wywiadu nakazuje repatriację ciała poległego oficera.
