Jack's Back
Mannion returns to Washington, D.C., from his Arizona vacation and is determined to get his job back. He starts campaigning for being Chief of Police, even though it's not an elected position. While it might get his job back quicker, Mannion chooses to save the illegal wiretapping for future use. He moves into a building slated for demolition in a poor neighborhood. Meanwhile, Brander decides to go back to the force and teams up with Nancy to investigate Lester Richard's death, for which Temple got arrested. They discover that Maria "Cashmere Brown" Rodriguez was lying, which frees Temple but doesn't exactly prove he didn't kill Lester vindictively. Also, Mannion works outside the system to clear Temple.

The Devil You Know...
The new Chief Strickland orders a drug raid and causes the death of an elderly woman due to inaccurate information on the location of a dangerous drug lord. Mannion sees a chance to get his job back and decides to catch the guy himself. He uses the help of his best men, who put their jobs at stake and work parallel to Strickland's orders. When Mannion finally catches the guy, Mayor Douglas won't give his job back, forcing Jack to reveal he knows the phone wiretap was illegal, ultimately forcing Douglas to give him his job back. Kids firebomb Mannion's apartment after he keeps stopping them from selling drugs. Meanwhile, Temple investigates two cops he thinks are abusing their authority and beating the people they arrest. At the same time, Debreno sleeps with Maria Rodriguez, which causes conflict in his friendship with Temple.

Free Byrd
Mannion is determined to have the best people possible working for him and asks his ex-wife, Sherry, to become his Superintendent of Detectives. Meanwhile, when an ex-con is arrested for the murder of his girlfriend, who was also a parolee, Mannion tries to put into action a parolee-rehabilitation program Ella had begun before she died. Also, Temple sets a trap for the officers he suspects of police brutality.

The Kindness of Strangers
Chief Mannion and his men investigate the disappearance of teenage girls who all point to a virtual suspect: a guy named Icarus who uses internet chat rooms to lure his victims and eventually murder them. The case takes a personal turn when Noland's twelve-year-old niece becomes the next target. Icarus convinces her to run away from home with him, and Joe puts all his efforts into catching the guy. Meanwhile, Temple suffers from pranks and rash commentaries from his co-workers about the death of Lester Richards, while Sherry tries to adjust to her new job.

Blind Eye
A community creates its own underground form of street justice after getting fed up with the judicial system; Mannion tracks down the person who received Ella's heart.

Jupiter for Sale
Mannion and the team reopen a 17-year-old cold case due to finding a young woman murdered in the streets of D.C. It is strikingly similar to those committed by the serial killer "Jupiter," who was never caught and may have re-emerged.

A House Divided
Mannion investigates the murder of a man during a Civil War reenactment. While Temple takes the matter personally when one of the suspects turns out to be a big-time racist, it's Noland who, trying to find a connection between him and a man in an old picture, discovers a rivalry between the prime suspect and the victim that dates back to the Civil War days. Meanwhile, Debreno and Regan are out testing a new bait car that almost causes the death of a car thief.

Acceptable Losses
Ricky and a friend collapse at Ricky's birthday party and are taken to the hospital, where they are diagnosed with MDMA ingestion (a.k.a. ecstasy). Mannion and his men hit the streets to find the source of the drug distribution network, leading them to a man in the Netherlands. Meanwhile, Clive and Ella's sister fight over Ricky's custody, and Ricky chooses to go with his aunt to Florida. The ongoing Lester Richards case shakes up Debreno and Temple's friendship, with Temple punching Debreno. Brander and Cutter track down an ATM thief, a job usually done by the secret service agents who offer Cutter a position on their staff.

In God We Trust
A vision of the Virgin Mary on the side of Mannion's building prompts a thief to distribute his loot to needy neighbors on the street. Mannion searches for the modern-day Robin Hood after he distributes money and stolen goods from the roof of his own building. Meanwhile, Temple continues to deal with the shooting of Lester Richards.

Hollow Spaces
Mannion must determine if the 17-year-old boy who received Ella's heart is guilty of a gas station robbery that ended in the attendant's death. Temple's day turns very sour when the mayor decides not to pick up the court fees after the Lester Richards case. Meanwhile, Nancy and her mom are attacked by carjackers, or are they?

The Voice Inside
A lawyer and his wife are killed in their home; the only witness is their eight-year-old autistic daughter. Mannion calls on former F.B.I. hostage negotiator Tommy Morgan (now a horse whisperer) to try and get through to the girl and discover the killer's identity.

Breath of Life
A car hits an officer during a traffic stop, and Mannion suspects his partner did not attempt mouth-to-mouth resuscitation because the downed officer is gay. The car in connection with the hit-and-run is traced to students performing lewd sexual acts without their victims' knowledge, then posting the videos on the internet.

Party Favors
Mannion probes the apparent suicide by hanging of a congressional lobbyist who was about to reveal the names of top officials involved in the exchange of sexual favors for votes. The reporter she was giving the news also has a history with Chief Mannion's family almost becoming Mannion's son-in-law five years ago. Also, a school teacher fights for health care reforms for students and families.

a.k.a.
When a crime lord's henchman targets a former stripper (Markie Post), Mannion must protect her from the same fate as a murdered trial witness.

D.C. Confidential
An old black man is murdered around midnight after visiting the Korean War Memorial. The investigation reveals that he may have been connected to a jazz singer's death in the 1950s, which also involves Ella's uncle. He is Ella's long-lost uncle. In the meantime, Mannion refuses to let Sherry move into Ella's old office.

On Guard
Mannion's attractive fencing teacher says she killed her husband in self-defense at her studio. Mannion wants to believe her, but the evidence at the crime scene is inconclusive. Meanwhile, Debreno recognizes a suspect in a drug case as his childhood friend who convinced Debreno to go into the Police Academy.

Family Values
Mannion, Regan and Debreno race to find a 6-year-old girl who was snatched from a playground while her father looked away for a moment. Jean Smart guest stars.

The Black Widow Maker
Mannion gets involved in a local murder investigation when he travels to a small town to fight a warrant for his arrest for a traffic violation. Meanwhile, Temple and Debreno look into the disappearance of an armored truck owned by the company the Temple works for part-time.

Passing Time
A woman shoots a doctor at point-blank range, claiming he quickened her mother's death after being named sole beneficiary in her will.

Ten Thirty-Three
Mannion discovers a car theft operation while investigating the murder of a young illegal immigrant.

Open Season
Mannion's determination to crack down on gangs puts Noland in the line of fire, where he's shot and critically wounded; Mendoza helps track down the gang member that shot Noland.

Something Borrowed, Something Bruised
Manion struggles to ready himself for his daughter's wedding and get to the church on time. Debreno and Temple work on separate cases involving two murdered women, one of whom is Debreno's sometime girlfriend, Maria. Brander manages to provide the critical lead to solve the case. In appreciation, he is promoted to detective.
