Hoogvliet, de satellietstad bij Rotterdam, is op het eerste gezicht verre van uniek, zo eentje waarvan je er honderden hebt in Nederland. In de jaren zestig gebouwd als slaapstad voor de arbeiders van Shell en de haven, stond Hoogvliet lange tijd model voor de oer-Hollandse waarden rust, reinheid en regelmaat. Dertig jaar later gold het als een getto waar iedereen van af wilde.
